Lucky 13 CSI Consultants is owned and operated by C.E. Shepard a native of Oak Ridge, Louisiana currently residing in Decatur, GA.

Ms. Shepard has been involved in the field of forensic science for over 15 years and has experience in crime scene investigation and forensic science education. She began her career in Mississippi, moved to Connecticut to complete her graduate studies and most recently was a Crime Scene Investigator for the DeKalb County Police Department in Atlanta, GA. Since 2004, she has been the program coordinator and lead instructor for the forensic science technology program at Southern Crescent Technical College.

Throughout her career Ms. Shepard has gained experience in working and reconstructing crime scenes, analyzing bloodstain patterns, writing investigative reports, testifying and preparing for courtroom testimony, designing and writing forensic science curriculum, implementing curriculum at the college level and preparing for college accreditation visits.

Lucky 13 CSI Consultants offers consultation in the fields of crime scene processing, analysis and reconstruction, along with forensic science education and conference planning. Ms. Shepard and her team also offer courses in various disciplines including Crime Scene Processing, Fingerprint Development, Courtroom Testimony, Report Writing, Bloodstain Pattern Analysis and Crime Scene Reconstruction.
